It seems like they can't make new accounts anymore therefore yes they are country IP banned. Of course you can by pass this with vpn servers and such but yeah the egyptian players can't make new accounts as far as I can remember. But the old players still can log in and play S4 League; or everyone can log in and just can't create accounts

Countries and certain states can get IP banned, I'm not exactly sure how they accomplish this, but it's possible. I think the state of Pennsylvania was IP banned (U.S.A)
