Your launcher gives 'localeinfo not found' error

just needs ascii and set for US Client.

Giving +9% Move Speed Buff doesnt make you go very fast, in fact, apart from chip buff thats all the world buffs thats there(add more buffs !) , also some work needs doing to make the npc illustrate english.
