First of all, I see some potential in here.

BUT... the "balance" part is missing a lot of things if that is the whole list. It's better to deal with them before the waves of people come whining about them. There are lots of things you can do to make it more fair for everyone, without breaking any build.

-Black ress - There's not a word about that? That should be like the first one on the list. Effects should be removed totally or disappear after 5-10 seconds.

-Warrior needs a lot more tweaking than just some cooldown changes. The chinese buff is a nice thing but it's worthless if the warrior is too strong to begin with. You can start by removing the critical increasing passive and damage return. After that make sure they don't have the ability to use multiple KBs in a row. Sprint and 1 shield bash is more than enough and there's no reason the bash should be giving dull all the time, warrior has plenty of other ways of to land debuffs.

Black ress has been taken out, the owner forgot to mention it. Thanks for reminding me. If I am right warrior's bleed + stun rate from dual axe has been nerfed aswell.
