Yes you can buy level 5 referrals, 250 IP per referral I believe. But high ban chance if you overdo it.

The ban chance is actually lower than in buying lvl 10 refs.You can safely buy 200 lvl 5 refs, that means 50000 IP

The chance is definitely lower. But 200 or more referrals of any kind, will drag attention to you, even on the best referral services. Especially on EUW and NA. (Very active Rioters and fraud detection squad there)

Riot is mainly focused on lvl 10 refs.But if you can buy 200 lvl 10 you should be able to buy 200 lvl 5
