As you may have read the thread title correctly, it's cleary stated that he is doing cheap vouchers. Cheap =/= free.

Only the exchange of TBMs for free offers is forbidden, his service is therefore completely legit.

By the way they do not distinguish between paid and free vouching (as vouching is normally for free anyways), but he's practically not doing vouchers at all but just some special offers for his first customers (so he will gain some + TMBs), calling it vouching.
