Would ppl buy a lvl 30 acc with terrible stats?

I was working for a LoL-Bot lately and I was wondering if there exist people who whould buy a lvl 30 account with terrible stats. Probably with a K/D of 1:30 or sth similar. I've been browsing this site for the past minutes and saw that many top quality accounts are selling for 10 to 20 euros, so I was wondering if there are people who would buy a terrible lvl 30. acc.

I'm looking forward for your thoughts on this matter since I myself just played to lvl 19 and hence dont know about the ranked games and all that stuff.

As long as there are no ranked games played on this account, the normal game stats don't really matter ... most people are looking to buy a clean level 30 account with no ranked games so they can win the first few games to gain +50 elo each
But of course there should be a sufficient amount of runes and champions

So how much do you think would people be willing to pay for an account?
Regarding heroes and runes etc.: I wouldn't spend any IP-Points so the one who bought the acc could spend it himself

well on a clear lv 30 acc without runes and champs and just some ep i think some people would spend 5 € but not more, with some nice champs runes and skins maybe 20 bucks

Sold an account with around 60 Champs 3 Skins and terrible Runes for 30€, i think the most important thing was that there were no rankeds played yet.
