Looking to set up Last Chaos on a offline computer

Ok I am looking for the files and updated directions that work. I want to be able to play offline on a computer without internet. Please I need it in English (not bright enough to know multiple languages

Check the emulator but i dont know .
I think you need Internet to connect to the mysql if you host a server on your pc

To connect with mysql you just could use xammp if I'm not wrong.
