how can i make health potion CD?
(use the health potion super fast i dont want to wait between potion to potion)
what is the value of the waiting time for the potion?
and how can i do it?

i think someone already tried it out here cause if i ccan remember ive heard that there is just the animation but no effect

you can't use potion cooldown.
what potion you mean, because all what is in inititem is client and also server sided.
you can't use medicine CD if you think..
