PC gamers needed

I'm new to epvp and I do enjoy all the forums and guides it has to offer and I realized that I'm still living on older gen console games ex xbox360,ps2,ds,and Gameboy advanced. I bean begging for a ps4 for 2 years and its high time I may have a chance at one but I turned in my controller and started looking on youtube and google a bought pc gaming. I know nothing of pc building and I want to start out with a decent pc that can play recent titles so I'm asking if any one can explain what each part needed dose and how important it is for example on what am I searching for in ram or in a mother board exc. take in mind I'mage 15 and I've bean doing much research but I just am not getting it please if you can give details of each part and each parts importance. I was looking for around the same price of a ps4 and came to this pc
is this a good starter pc or can I make a better one for around same price not going over 500$ target mark is at max 480$ wile I try save up.
