I don't think so, you need to have a Korean IP to download and play, but that's what I've heard.

I think it's possible, about a week ago, I followed a guide to play Elsword (Elsword = Next Generation of Grand Chase), used fake KSSN generator and it worked, and I didn't need a proxy to play, they say that KSSN (Korean Social Security Number) identifies that you are a Korean citizen so they don't have to block countries....
