Why isn't this locked when PoodedGC is locked?

PoodedGC is an English Grand Chase Private Server, started on 30th Apr 2011, relatively new, and is currently in its Open Beta phase. There may be few people but it will increase over time, since it just started. The server rates are 50x EXP and 100x GP, but its currently 60x EXP and 120x GP since it's Open Beta. Most of the characters are available, and is online 24/7 without hamachi or whatsoever. The forum is

Nice a new private server. I think this one is better than IPUGC cause it has a lot of viruses.
