Help With Reinforcment!

Hello i would like to knowif there is something up about reinforcements...However most of the staff here is in Russian and i dont understand it. I also try programmercity but the site opens in a weird language. Anyone could assist me?

I meant the language in programmercity.net the whole site is not in english maybe im trying something worng.
