[AO] Graft pvp sploit

If you use a hacked graft in pvp ON THE PERSON YOU ARE ATTACKING. For example a loq-QL MA heal with a 7s recharge, the person hit with it will get the 7s recharge and not be able to cast/heal during this time.

Great for high lvl engies, docs (let them CH then alpha /graft/kill), NTs ect
