PROXY For EU dekaron

HI. I m trying to play EU dekarons but i could not connect " ip blocked". I tried to use proxy using proxycap and i choose the proxy from free public proxy server website. I selected proxy from france but it doesnt work. ANyone mind to help please

i am in us, and i wanted to play dekaron eu, and i tried everything i can think of, proxy, hi ip progs, vpn , either it just didnt work i got the " this ip has been blocked" message or it just wont connect ( idk why but none of the dekaron eu programs will run under a proxy) so any1 know a way to play dekaron eu from us without calling isp to change ip??
