No, you will have to create and US Playstation store account. It just means you will have a second PSN account.

The only difference is if games differ from US and EU (Censored versions etc).

I contacted Playstation and they simply said you just need to create a US playstation account (if it needs a real address, I'm sure google can help you out with that).

The only thing they said is, that some games are different for specific regions, aka There might be a slight edit in a violent game etc.

You don't need a credit card to add them, they are just codes you enter onto the playstation store to add funds to your wallet. I accept paypal obviously.
