MagicType.dat rumors (I would like to know...)

So I have just aquired a .dat de/encrypter *yayyyyy* so now I can get back to extreme conquer development. Now one of these files I wish to change is MagicType.dat... now I've talked with two people about this magical file (it is magical because it holds the essence of why people rage out on PvP), one of whom says that you can edit the MagicType.dat and you can even append it! So in addition to all the current skills/spells I can also do whatever the hell I want IN ADDITION TO IT!!! While the other person says that's false, it's impossible you cannot do it. The furthest you can do with a MagicType.dat is REPLACE what you already have. Can somebody please set me straight with the correct information?

Change FB/SS to this and you will have no delay on it + you can use it with all weapons:

Yes but my question was, can you append to the file? Meaning can you ADD new spells without replace one bit of data without the file corrupting or with the file working perfectly?
