how can i get access to f**n .rgn files m i have tried alex decrypter to convert . rgn file to .txt and still give me chinese sympols , i have tried to change it to .dat then .txt and till random sympols , can some one help with that ?

I've never seen a .rgn file in conquer. It's possible that it's a newer file type but what exactly is the .rgn you're trying to open and why?

rgn's are used for the exp bar, the HP/MP gauge. Since... well ever.

There is no reason to access them. Don't like the looks? Change the DDS. Don't like the values? Send MsgUserAttrib.
