Nope, doesn't work like that.
You will just get negative EXP (ex: -12%).

That's the only reason I can think of.

Unless he was talking about Equipment Down leveling, which is also impossible.

nahh, basically, tghe char is 131, and its got like 0.500 pct and im feeding off it
and i cba to go and level it so i thought id do that, but ill jsut flamelit instead
