Well it's easy to find out perfect build for you...
1st step: take all combo skills you need(put skill points just to unlock lvl71 skills, at step 4th max skills that you really need like requiem etc if you got enough skill points)
2nd step: take buffs that every sorc use(ranks depends of uniqes and yellows)
3rd step: take all passives that are important(you should know which one are important which are usefull)
4th step: spend rest of your skill points into attack skills(depends on full pvp or pve/universal mode and If you are cd build or not)
