got speed on12-13 for PVP and if I just want to get somewhere very quick: about 150 xD
I tested it, and I can go up to 250+ without any problems. xD

Possible to release version with decimal number in the run speed? I notice that Aion does this, and I think it may solve some of the lag issues while maximizing speed.

On IA you can set your speed +2 without rollback.
Example i have 7.2 with my glad I set 9, I have 10.4 with my chanter I set 12

Does it have effective for users who only needs to use the 2.6 version, or only a patch?

Also would be nice to go down with Asdcendence tool, because I sometimes hide in the texture when waiting some mob to spawn or I go out from the instaces on the top so mobs don't agro me, but sometimes difficult to get back.

No, it is also possible to speed it up by percentages, if Rajin implements a slider -- AS does this, for example.

You could try to set it to something higher (like 500 - 600).
However, it is by far not as comfortable as AS
