There are very, and i mean very few that have access to a GM tool. Most people who either run servers publicly or locally have either circumvented the use of tools by not using them, or creating their own tools.

I wouldnt advise even requesting to buy something like this because, one these are pieces of gold dust and you'll be paying less for gold, and two you'll most likely be scammed or lied to.

I was offered a GM tool for 9dserver. The price was just over $5000, another wanted $6500. The integrity or plausibility of this being truthful, it wasn't worth the risk.
