The Maghar tabard is a item that you can obtain in similar ways as the Furbolg Pouch, its a very elusive item and you will not come across many twinks that have obtained it.
The Maghar are a faction in Outland situated in Nagrand, by gaining rep with them you can obtain different items that would benefit a level 70 such as trade skill...
