For this Datacron you need the english Client. If you try this with German client you can't finish the Datacron Dialog.
Until its fixed use following:
For all German players. Just change the Language in your launcher and it will start downloading the english assets. (~9GB). After that log in Game, geht the Datacron finish the Dialog and log out. After that you can easily change back to German. (no new Download needed).
