[Solved] How to stop Vote System abuse?

I can make vote available only one time every 24 hours for each IP or Account, But if someone uses a free VPN and changes his IP from which he logs in to the game website, he then can vote more than one time per day.
more vote times per day = more silk = more silk items and that's not fair for other players!
Is there any way to stop that? any ideas, please?

Remove the silk line [Procedure] from the votepage
Create an ingame scroll [add in addlogitem if scroll is used]
let the scroll executed a procedure to verify voting and login IDs
and then let the procedures executed the silk procedure
done tada

i using this method but i let him check voteid / loginid / ip / hwid

Use a better voting site and not those crappy ones where you can cheat easily. Oh wait, there isn't any good site. tl;dr you cant. The way @ told is a good option.

pretty clever idea but what about the next day (after 24h) the log have to remove the log where added by the procedure scroll to be able to use it again
if you know what i mean
how to make the procedure clean the character log every 24hours for example

i have created schedule that execute a procedure every day and reset the table @ 00:01
