Yes you need the high level char again in order to summon the pets.

yes, all attack pets are ok, just in swsro servers penguin was the cheapest.
Teleport hotan or out of the cave , it doesnt matter you just need to teleport to make your pet appeared

after that give relog? and give the pet to the lower char?
