it means that there some exe listen to those ports

when i use it all players redirected to the server's ip



that means if the filter ban someone it will ban the whole server

The problem is that you have the proxy / filter running in between the client and the server. So you can't really use the common way for banning people anymore. Use the table which Alexiuns* provided.
