[Release] vsro v188/v193 agent runtime patcher

So, i've decided to release my agent runtime patcher which is meant to fix 0x1005 packet crash causing exploit, which is pretty common issue server owners face. You have to edit as_runtime.ini with your agent server process name and server version (v188/v193 supported only). You have to run this tool right after you start all server services.
