By contacting the very same developer via email, face, or what the hell they are using: JoyMax.
But would you really like to obtain a licence for a dead-beaten game especially by the terms of "private server"? (Which btw. makes no sense ... Getting a public licence for the purpose of hosting a game privately ... why not getting the leaked files as they are intended for this purpose?)

Because then you could add the term "official" to your server which allows you to use even more stupid excuses for restarting the server every month and might also boost your income because its "official".
