Wrong rates everywhere?

Hi, maybe I'm wrong but in vSRO files aren't rates X * 100 ?
Magyand mob should give 24 exp but when I kill it on 200x rate server I get ~ 48k exp
I remember when first time chernobyl released files

Gameserver reads rates as (real rate * 1000), it means, if you set rates to 35000, experience gain coefficient will be 35x

Who is right? All server owners that have an extra 0 for their rates or database column "ExpToGive" because I'm sure 48000/24 is not 200.

Or maybe rates are calculated in another way nowadays?
