How Block someone from doing exchange/stall for a while ?

you can't do this , just if you have a protection and put stall or exchange coountdown for all player.

I remember when I played server queensro when I got reported for Stall bug
and I got a ban for 3 days or something can't use exchange or stall so I wonder how can they do that
