I don't know why! The option to register doesnt appear!

In server.cfg change FlagEvent from 0 to 1
looks like this

Only the 10 minute message is shown by the SCHEDULE_DEF_FLAG_WORLD_PARTICIPATION
To make a CTF match for example at 00:00 you must set the paticipation to 23:50 (Duration 10 min) and the normal schedule to 23:55 (Duration = 25 min)
