Basically because Silk scrolls is useful for both donators and non-donators, because donators are looking forward to buy stuff for silks. So the non-donators will make some alchemy on items to get them +7 for example and sell it for silks so they can buy premium/devil and silk items. So if you remove silk scrolls it is not useful for all players.

OR it wont make then unhappy if silk items would be tradable

Why not just limit the amount of silk you can buy per month? It's one thing to buy 2k of silk to catch up with the others in case you don't have much time to play, and other thing to buy 20k of silk. I think it will be fair for everybody.

I've just said like 2 or 3 hours ago in another thread, when there's eu race in a server
