If they make a low maximum+ (like +10 is enough), then you don't have so much advantage, when you play with 8-10 charachters.

Oh, and make teleports to B1-B4 (or we can buy reverses too from free silk?).

Check the screenshot there is B1-B4 and there is Arabia so i guess you won't go to JG cave xD

Check "Custom teleports" pictures and "Star items". You will get 10 Reverses when you create a char.

actually its true that ppl can bypass it with proxies but many of those ppl are not even able to do that, it means the most part couldnt login with 3 or more chars (depends on ur decided limit)

Means people with proxies will be in + ... No IP means everyone have same options.

But it would be sooooooo fair if someone makes a PT with proxies and others can't then players will ask please ban him because he is using proxy?

GM would have to ban people and people are leaving the server..

Why arent they able to do that? It is 2 clicks work.

Just think: Those who want to create 50 chars will do it anyways. Those who have people using the same router will just be able to have 50% of the limit. More unfair isnt it?
