Question about BlockedSkills of Krylfilter

Hi everybody! I have a question to ask the consultants and I will appreciate those answers

I am using Krylfilter for my server. Including BlockedSkills, I think its function is to lock Skill in the Fort area or when wearing a JOB costume. So how to use this function? And what will be added here?
