Here's how I see a good start for a server:
Free/cheap at the beginning; the server was just released, approx. less than 20 people are active, you're using a cheap VPS, why is anyone supposed to join your server or buy anything from it, and by free I mean ZERO donations till you actually have a decent number of active players.
Long-term server; Here's the thing, every single server says that they are a long-term server for you to pay feeling safe that the server isn't going to shutdown; well guess what, they all do, they all shut down before a year has passed (they are never even that close.), so.
play-to-win not pay-to-win; make whatever is put on the donation rewards list available also for non-donors to get w/ quests, events, etc., DO NOT make it a pay-to-win server; don't make special stuff for donors, like don't make the plus cap +12 for ordinary players and for donors like +14 ~ +18, that's just not fair., also the items, don't give items that are not available for players to find/get to donors (immortal items in some servers)
monitor your game; don't just sit there and wait for $$$, monitor the game, don't let the community become even worse! don't let global chat fights happen and don't just let it slip.
Rates; make the rates intermediate: not easy, not hard, so people will enjoy their time plvling with their friends, and in the same time won't get bored by how hard it is to collect gold or how hard is it to reach the game cap, don't make it easy that they can reach the level cap in 1 day.
GMs; GMs as far as I know are supposed to be people who are concerned about the server, and the community, but all I see are GMs thinking of it as a home-$$$$-income, GMs do nothing to most of people, scammers, flamers, etc., when you have a GM that's like that, please, remove him.
spammy ads; don't, that only makes us hate it before we even play it
the less crashes/maintenances the better (obviously); People don't like to be playing and disconnect and have to wait for the server to be back up, and they totally don't like it happening a lot.
feedback; players are also a part of the game and they're the ones experiencing the server you made, not you, they probably know your server more than you do.
coin system; no.. please.
That's it for me, I think that will make a really good server.

Got plenty of good ideas, since i experienced all the good and bad stuff in sro.
1. Make exp rate 5x-8x and SP rate higher, i'm sure it will be much better to skip the

3. No goldbots, no multi clienting ( People will hate it in the beginning, but the gameplay will be much smoother and it's better for long term ) i'm sure that ip limit for 2 characters is enough.
4. Remaining afk for more then 8-10 hours should be forbidden - no one likes to play in an empty server with 5 active people.
5. Put good emphasis on the quest system ingame(Change it, make it more worth) and job wars(The old system ofc) and FW - These also can be a bit changed and maintained to become better.
6. Don't add any add-ons, just the regular vanilla sro.
7. The old sro events (Jewel box, CTF) should be changed a bit to be better.
8. Stackable items.
9. THE MOST IMPORTANT THING - Do not buff the chinese race, instead nerf a bit the European one (I got some interesting ideas about it).
10. Sell ONLY silk , Do not sell any items/elixers/premiums/SP/Characters or w/e that is considered OP and game changing.
11. The GA's/GM's should be watched over with a log system, so that u know that they don't cheat in any way. Plus, pick only trustable people, and not only your close friends(I think that there should be an age limit for them) + There's no need for a huge amount of them, it all should be according to the server's capacity.
12. One of the things that ruined gameplay for me is Racism. I can't tolarate it, and it ruins the game. I think racism should be treated as hardly as can be done.
13. Change the bosses/Uniques to be more challenging (+ Overall unique system change can be nice).
14. Helping amateur players should be rewarding (Chaging the academy a bit).
15. Making sure that the academy system isn't exploited (Example: Leveling up yourself tons of your own multi client characters and gaining rewards).
16. One of the things that bothered me in sro is late game experience - You/Your team should think of an interesting ways to keep the high level players interested. Cuz not only PVP is an option :]
Just a nice suggestions for whenever you open up your server:
15. Don't open up a Thread too early nor too late. You should open a Thread about 2 weeks before the openning, and you should make it **HUGE, cuz huge and interesting server announcments always gathered people.
16. Making sure that the server is ready before the openning (Beta testing is a good idea, but it should be made quietly so the aspect of surprise remains).
**HUGE = A few cut edge videos, screenshots, people that shoutcast and tell about the server, talking/inviting guild masters from all around the silkroad community.
Hope this huge post of mine helps, if i think of something else (Got plenty of ideas, just can't "throw" them all around now as i'm still sleepy xD ).
