Lol. No it cant. And you need pretty good set for 85 bard to do that with +5 harp. And it wont always do that. If you want to make sure you need 90lv atleast.

I remember my old isro-Times when a bard lvl 76 1 hitted every party mob, but with sun +5 harp ;pp

The BEST way is lvl up 1 Bard char to lvl 50-60 (4-5 days max) and than dlvl him to lvl 20-10 and join 1 other bard (lvled to lvl 20 max 3h) and use dances. Voila! a lvl 72 bard with good set 1hits pt ongs.
