do they give free silks?????

You buy points through Playspan, you pay silks with them, you get an e-pin, you use it, done. No free silks.
It's the same than buying silks through Paypal, it's not cheaper.

Click in "Ultimate Points", and then "Earn". You will have to complete several advertisements/surveys. You might have to pay to complete those ads.

You aren't suposed to get banned for getting them, you're suposed to get ban if you buy them and you don't live in the USA
