Make a purchase with 2Pay.ru via Paypal.
I bought there with both CreditCard and Paypal, works like charm (Paypal has a little longer delay untill you get the Silks ingame).
but you need to wait 4-5 days for your first Paypal purchase to be approved.

I have no idea, you can use in the meantime, it works great.

By the way, about the purchase via Paypal, I forgot to mention that for some reason, 2Pay approved my Paypal account after 3 days instead of 4-5.
I sort of rushed them on their ICQ support, but the guy over there told me I'll have to wait 4-5 days.
however, about 3 hours after our talk he did approve it.. so.. I don't know if they do follow their policy so much or not
