Just a hint all you need to do if any server uses proxy just get game loaded then, open cmd while game is open then these steps.
1.) Cmd> netstat -n
2.) Given your IP +port used by shaiya port either 30810 or 30800 will pop on their cmd.
3.) Can you stop it? (Answer) Sorry no you can not by trying to be smart they will just get eager to kill your server faster then before as they wanted to.

Example:
Real Ip: 41.231.312.32 > Mask with proxy: 31.220.1.20 , YOu set in proxy only ports what you use it, them publish in game.exe the proxy and in your config files server same proxy.
THem when you are flooded this proxy filtrying all black packets and allow the rights packets and you don't have any laagy in game or something like that. THATS HELP YOU A LOT!

Honestly it will not help back on syndicate owner he has done the same but got flooded hard it doesn't work I've seen it many of times, also notice if it did secure then war of shaiya would be up still.. as i rest my case.
