Need opinions before taking action

So I bought Ant ITC life-time a few months ago for €50 Euro - Paypal
and I got a new PC because my old computer got a virus, and I lost
all my files and stuff. I'm trying to get a new license from Ant but
I can't get in contact with him, he's always offline or busy (never reply).
I went to his discord and ask his support for a new license and they
telling me I have to pay €15 Euro for a new license which I don't
want to pay and I don't feel like paying a small fee again for something
I already bought for life-time. What you think I should do? start a
dispute/charge-back on Paypal for my money or keep waiting to
get an reply from Ant who hasn't responded to me for a week now.
I also even traded him through elitepvpers Black Market for his service.
What should I do?

If he sold lifetime and you traded via epvp and there is nothing in the TOS wich says you need to pay for HWID reset then open a support ticket in the https://www.elitepvpers.com/forum/black-market-support/
give it atleast 7 days if nothing works then you have atleast a proof of your epvp ticket for pp recharge (gives you the money back at 99.9%)
