You should get the id's of the items you want.
Once you have that you can change the id's to what you want, change the second row of ID's. (From up to down) In this order
Head
Shirt
Pants
Gloves
Shoes
Accessoires
Pet
Weapon1
Weapon2
Weapon3
You can always add Skill and Face yourself.

You never changed the id's for the items... the effect one is kinda fine. If you don't get the effects either try instead of increasing the delay, decreasing the delay. So instead of 750 try 500. Bea already explained that. You also need to have those effects already on your weapon. But it also seems that effect 10 and effect 11 are the same. Same for effect 1 and effect 3, going back to playing Paragon. Will check again after the match to see if you replied.

when i extract the file on my desktop i move both the exe and ini files to my desktop out of the file but when i run the exe i still get the message "Change.ini not found please move change.ini to your desktop" .. HELP

Nope, i don't think it's alright like this, it might not work.
