If you have Win 32 Bit, there is a process shield, so you can't find any value

Neo that bypass doesn't allow you to run CE while the game is runing.
I don't have a bypass.Bypasses are not public.
@Anil.Oge:You can't find these values if you are in 32bits.You need a bypass

It changes of course.Look at the skill level when you take the gun that you changed the effect

You must have a t shirt with an effect
Example:If you have a tshirt Plasma sword +1 you search the value 2010* with replacing the * by 1,Then you change the values in the effect that you want.For ps +7 you replace 20101 in 20107 or for Revolver +7 you change it to 21207.
If you have a Tshirt without effect you can't because there are a lot of adresses that have the value 0.*
For your second question no you can't with CE ccause your weapons are stocked in the server.You have to change the values every time you connect to the game
