PUBG Skin changer -SKIN PAK Launcher

How to use:
Unpack the archive in any folder;
Run the program;
Choosing skins;
Click "Move Skins";
Click "Create PAK";
Pak create in the folder with the program called pakchunk5400-WindowsNoEditor_mergedactors.pak.
In the complete set there is no bypass, only the creation of packs.

This needs a better explanation. What does it do? Does it unlock the skins from the pass for free or do you transfer skins from one account to another?
