rank 4/5/6 I guess ! You can check that in SMC . Also, you can make your custom ranks by Database !

you can create new ranks like I did: Assistant and Moderator
Assistant has SR_GM and gm lvl1,2,3. assistants can't make items but they can use loadmonster, movetouser, recalluser, notice and so on
