What WOuld happen If a Sp Rates are Way Lower than EXP rate in a Private server?!

It'd be a Farming server, it'd be frustating for those who like to level up their skills while leveling up at 0 gap, obv those players wont play in a server with those kind of rates, i wouldn't, maybe with a bot.
