The user and password you are using doesnt have SMC permissions. Set sec_primary and sec_content to 1 on the TB_User table on SRO_VT_ACCOUNT

and you can try adding your IP in _PrivilegedIP table too, not sure if it counts in SMC
sec_primary and content for normal acc are "3" => make 'em "1"
