I think the best way to lvl up is to party up everytime you can and rush your lvl dungeon. For items +7 i think its from cash shop if there is any or maybe they found an easy way to farm the upgrades.

Ps: hope the server will be online soon and for a longgg time..

It isn't hard to level up.. If you're new to the game then you may have a challenge. I'm a veteran of the game though. It also gets quicker at LV 24+ as quests and dungeons and mobs give very high amounts of EXP.
