Where can i buy skill reset scroll?

Hello. My char's level is 99 and i want to change build. Joymax cancelled giving scroll at 100 so i have to buy a scroll now. I couldn't find that at item mall and not in dw either. How can i find one?

It's in Item Mall.
Second way is quest from potion merchant.
