The periodtype=NONE and period=0 is for training items, so it wont be applied/wont work on the clothes, as far as i know.

I believe there are a few types of period types Hours, Days, USECNT, None. I have not discovered what causes permanent items but have noticed that toy blocks and training items which are permanent use None, USECNT refers to useable items such as capsules and coins, Days and Hours being the obvious Days of usage and Hours of playtime Usage.
