Although Flat Health Seals will technically give you more EHP at level 1, we should also consider LifeSteal and HP/5 (+Potions)... These stats are affected by resistances, but not by Health... But first, let's attempt to see how various Seals will scale into the later game...

Oddly Flat Health Seals actually caught back up to Flat Armour Seals in terms of Effective Physical HP, this should indicate that as time goes on, the Health gained from leveling up (82 per level) is actually more valuable than the Armour gained from leveling up (3.5 per level). Also, by level 5, Scaling Health Seals will benefit you more than Flat Health Seals, so it is no surprise that Scaling Health Seals will be better from level 5 onwards... Without buying HP items % HP Seals just aren't worth it, so we should be able to ignore them if we want to survive Early game...
Health Regeneration and Sustain
So basically, most fights won't be over in a matter of seconds, in fact during laning phase you will likely be required to poke/engage/kite/disengage/heal/shield for several seconds or even minutes before either team comes out with a kill... It is unlikely that a kill will happen at Level 1, due to all Champions having less abilities at their disposal...
If for example a Tristana sits in lane, with 50 HP/5 (Health Potion) + 5.1 HP/5 (Base) + 0.65 (per level) + 2 HP/5 (Mastery) she would be gaining a total of 67.75 HP/5 while her potion is active (7.75 HP/5 without potion)... So over the course of 60 seconds Tristana could recover up to 450 (3 Health Potions) + 93 (HP/5) = 543 Health over 60 seconds...
If we add this Health to her Base figures:
No Runes: 100/(100+18) = 0.847, 1 - 0.847 = 0.153, 1.153 * (543 + 549) = 1,259.08
Flat Armour Seals: 100/(100+31) = 0.763, 1 - 0.763 = 0.237, 1.237 * (543 + 549) = 1,350.80
Flat Health Seals: 100/(100+18) = 0.847, 1 - 0.847 = 0.153, 1.153 * (543 + 598.58) = 1,316.24
Based on the above information, if you are likely to be slowly worn down by your target over the course of several minutes, Armour Seals will actually become significantly more beneficial... Unless the target can burst you down from 100% to 0% within about 10 seconds (135.5 HP gained from HP/5 + Potions over 10 seconds)
Flat Armour: 100/(100+31) = 0.763, 1 - 0.763 = 0.237, 1.237 * ((67.75 * 2) + 549) = 846.73
Flat Health: 100/(100+18) = 0.847, 1 - 0.847 = 0.153, 1.153 * ((67.75 * 2) + 598.58) = 846.39
Of course, if the target who is attacking you also has a grievous wounds Passive, you'll die sooner due to their healing reduction effect... You would gain less HP/5 and it would take about 20 seconds before Armour Seals are more beneficial than Health Seals... The above calculations only take Physical Damage into consideration... However, if their Support/Marksman deal 20% of the damage required to kill you using Magic Abilities, the window of opportunity will increase, and Health Seals will be more beneficial for an increased amount of time during the fight... Flat Health Seals would give +64 Effective Magical HP when compared to Armour Seals...
Armour Seals:
Physical: 100/(100+31) = 0.763, 1 - 0.763 = 0.237, 1.237 * 549 = 679.11 * 0.8 = 543.29

Item choices (Level 1)
As of Season 4, there are a few different options for starting items on a Marksman, I personally believe that Doran's Blade will become slightly less popular and starting with a Long Sword (+ 3 Potions) will be significantly more popular than it once was... But it will take some time for the numbers to be decided... Anyway, here are a few calculations comparing Doran's Blade to Long Sword and how these starting items will be effected by Runes...
We should assume that Tristana will be Auto Attacking at least 12 times per minute (12 CS) but realistically she will be Auto Attacking at least 20 times per minute. (Harass/Lane control) This means that Tristana should gain approximately 60 HP per minute from the Doran's Blade passive...
With Doran's Blade Tristana's total sustain over 60 seconds (Excluding Support/Summoners) will be roughly 303. This figure is gained by the following calculation: 5.1 (Base) + 0.65 (HP/5 per level) + 2 (Mastery) = 7.75 HP/5 * 12 = 93 + 60 (Doran's Blade) + 150 (Health Potion) = 303 Health gained over 60 seconds at Level 1
With a Long Sword Tristana's total sustain over 60 seconds (Excluding Support/Summoners) will be roughly 543. This figure is gained by the following calculation: 5.1 + 0.65 + 2 = 7.75 HP/5 * 12 = 93 + (150 * 3) = 543 Health gained over 60
However, if Tristana uses Flat HP/5 Seals, she would gain an additional 46.44 Health over 60 seconds, this is roughly equal to the amount of Health that Flat Health Seals would offer... Basically, if you believe that you will be in lane for longer than 60 seconds and won't be bursted within 20 seconds, HP/5 Seals are better than Flat Health Seals at level 1

Health Seals are the better option if you are going to be bursted down from 100% - 0% HP within 20 seconds... |
